LEAD CHURCH PLANT CANDIDATE…
Sam Drew
Church planting is one of the most significant leadership decisions a church can make. That's why we have spent the past several years intentionally observing, developing, and evaluating Sam Drew's calling, character, leadership, and ministry effectiveness. Rather than making this decision based on potential alone, our desire has been to see a consistent pattern of faithful ministry that demonstrates readiness for the unique work of planting a church.
A Thorough Process of Discernment
Throughout this process, our Elder Council has sought to prayerfully discern God's leading while utilizing both internal evaluation and external assessment to affirm Sam's readiness to lead Garden City Fellowship. Over the past several years, Sam has demonstrated his readiness through a comprehensive church planter development and vetting process, including:

Sam completed our elder qualification, ordination, and congregational affirmation process, demonstrating the biblical character and gifting required of a pastor (1 Timothy 3; Titus 1).

Sam and his wife participated in interviews and an evaluation (via Church Multiplication Network) to ensure their family is spiritually, emotionally, and relationally prepared for the unique demands of church planting.

Sam completed an external assessment through the Church Multiplication Network, including interviews and a multi-day evaluation designed specifically to assess church planting readiness.

Sam has faithfully led ministries, preached, counseled, developed leaders, built ministry teams, led prayer gatherings, led the ordinances during church gatherings, and built meaningful relationships across our church.

Sam developed and defended a comprehensive philosophy of ministry, demonstrating strong theological convictions and a clear vision for leading a healthy, gospel-centered church that’s aligned with PPC.

Sam chaired our Church Planting Committee, developed the launch strategy for Garden City Fellowship, participated in ongoing preaching and elder development cohorts via The Gospel Coalition, and completed the Church Planting Master Class via The Send Network.

After a thorough and prayerful process involving internal evaluation and external references, our elders unanimously affirmed Sam as the lead church planter candidate for Garden City Fellowship.
Chad’s testimony
In Chad’s own words:
My name is Chad McKinley, and this is my testimony of God’s faithful and magnificent work in my life. My family faithfully attended a United Methodist church while I was growing up, but the Gospel was not clearly preached. I believed I would go to heaven if I was a good person. As a child, I generally conformed to whatever my peers thought, as long as it was not seriously wrong, and I did not think much about God or really care what He thought about how I was living.
In 7th grade, my cousin, who was a year older than me, was diagnosed with cancer for the second time. Around that time, my parents decided to attend a different church. For the first time, at this new church, I heard the Gospel clearly presented. I realized that I was a sinner, separated from God, who was destined for hell (Romans 3:23; Ephesians 2:1-3). God helped me see my need for Jesus Christ as my Lord and Savior through His redemptive work for sin. Through His redemption, I had the opportunity to enter into a relationship with Him (Ephesians 2:4-7). He graciously saved me as I put my faith in Jesus Christ and His work (Ephesians 2:8-10).
Though I do not recall the specific date and time, I remember that God saved and transformed me during 7th grade. My life changed drastically. No longer was I trying to live morally out of fear of man, but rather out of a love for God and a desire to live righteously before Him (John 15:9-11; 2 Corinthians 5:17-21). I began reading the Bible regularly and continued to see patterns of faithfulness and righteousness develop.
Since then, God has been faithful to sustain me, convicting me of sin and drawing me closer to Him through repentance and grace (Philippians 1:6). He continues to fuel my spiritual walk, righteous living, and gospel ministry. Through trials, He has been faithful to provide strength, wisdom, and hope in some of my most desperate times. I am thankful that my personal faith, family dynamics, ministry aspirations, and all other aspects of life are anchored in God and His Word.

We believe church planting is one of the most effective ways to make disciples and expand the reach of the gospel. Rather than simply growing one church larger by addition, our desire is to multiply healthy, gospel-centered churches that reach new communities. Church planting has been part of our DNA since our own beginning, and we see it as a natural expression of the Great Commission. Our prayer is to become a sending church that regularly raises up and releases pastors, leaders, and members to establish thriving churches. As we sought to discern where God was calling us to plant, we studied numerous communities throughout our area- including Noblesville, Pendleton, Anderson, and others. We were looking for a community that met four key criteria: a rapidly growing population, a strong presence of Pennington Park people, real and tangible needs that a local church could help meet, and a need for more churches within our theological stream. When we evaluated communities through that lens, the Lawrence/McCordsville area quickly emerged as our primary target.
This area is one of the fastest-growing communities in Indiana, experiencing a significant influx of new families and development over the past several years- and that growth shows no signs of slowing down. It is also already home to hundreds of Pennington Park people, giving us a strong relational foundation to build on.
The Lawrence/McCordsville is also a remarkably unique area. Within a relatively small geographic footprint, it brings together people from different socioeconomic, ethnic, and cultural backgrounds. That diversity creates a community of tremendous beauty and opportunity, while also presenting real and tangible needs that we believe a healthy local church can help address. At the same time, we see a genuine need for more faithful, Bible-preaching, gospel-centered churches committed to making disciples in this growing community.
When we considered all these factors together, and compared them with the other communities we studied, we became increasingly and unanimously convinced that God had placed a unique opportunity before us to plant a church in this community.

Our vision for Garden City Fellowship is to see the gospel take root in Lawrence/McCordsville and produce a flourishing community of people who glorify God and make disciples. In short, we want to see things “Here, as in Heaven.”
Practically, that means we want Garden City Fellowship to be a church where people are rooted in God's Word, dependent upon Christ, devoted to one another, and sent into the world with the gospel. Where faithful Christians are growing into maturity, new believers are learning to follow Jesus, and unbelievers come face to face with the beauty of the gospel. We want to be a church that doesn’t just talk about the love Christ- but tangibly reflects that love to its neighbors through word and deed.
Our goal is to be a church that reflects the community where God has placed us- a church where people of different ages, backgrounds, cultures, and circumstances are united by our common identity in Christ. We want to be known not simply as a place where people gather on Sundays, but for being a gospel presence throughout our community: sharing the gospel, caring for our neighbors, meeting tangible needs, developing leaders, and seeing the gospel transform our lives, neighbors, and city.
Ultimately, our vision is bigger than building one healthy church. We want to make disciples who make disciples, develop leaders who develop leaders, and plant churches that plant churches.
We want to put down deep roots, bear lasting fruit, and become the kind of church whose presence causes the community around it to flourish because of the gospel.

Garden City Fellowship will launch as an autonomous church with its own leadership, mission, and ministry, but it will continue to enjoy a close partnership with Pennington Park Church. PPC will provide coaching, encouragement, and support during the early years of the plant while allowing GCF to lead according to its own context. We desire to be a sending and supporting church with the hope of seeing GCF become a healthy, self-sustaining church that will one day send and plant churches of its own.

Garden City Fellowship will receive startup funding from the Next Door Mission, a collaborative church planting initiative comprised of the five churches planted by College Park Church (PPC’s sending church). These funds will be distributed over the first few years to help provide a strong foundation for a healthy launch. In addition, Garden City Fellowship will be supported by the faithful tithes and offerings of those who commit to the new church. From the outset, the goal is to build a financially healthy, self-sustaining church.

Pending congregational approval on November 15th, we will preach a January sermon series focused on church planting and why multiplication is central to the Great Commission. From February through April, we'll host a variety of informational meetings where anyone interested can learn more about Garden City Fellowship and prayerfully discern whether God may be calling them to be part of the launch team.
During May through July, those committed to GCF will gather for ministry training, team building, outreach initiatives, and dedicated prayer meetings as we prepare for launch. By God's grace, Garden City Fellowship is scheduled to hold its first public worship service in August 2027. While these dates represent our current plan, we want to move at the pace of God's leading and will communicate any adjustments along the way.
